Your Testimony is Needed by Friday (4/5)
On Friday (4/5), the Appropriations Committee is holding a public hearing on SB 872 - a bill to implement the Governor's budget, which includes a proposal to transfer the Community Investment Act account from a stand-alone dedicated account to the General Fund.
CLCC strongly opposes this proposal which would essentially eliminate the Community Investment Act (CIA) program as we know it.
Although well-intended as a way to add more accountability and transparency with respect to the use of CIA funds, we are concerned this proposal will have just the opposite effect. By eliminating the CIA as a dedicated account, the funds will compete with other needs in the General Fund and could be used for other purposes.

Dear Members of the Appropriations Committee,
I oppose the transfer of the Community Investment Act account from a stand-alone dedicated account to the General Fund, as proposed by SB 872, sections 6 and 7.
The CIA was established as a dedicated revenue source outside of the budget to provide consistent funding for open space, farmland/dairy support, historic properties, and affordable housing programs.
Funded through a $40 surcharge on local recording fees, the CIA has invested over 4153 million for 1,400 projects across all four sectors in every town in Connecticut.

The CIA is working! Please vote NO on any proposal to move the CIA account to the General Fund.
The CIA is Essential to Your Land Conservation Efforts
The CIA is the only consistent source of funding for the Open Space & Watershed Land Acquisition Grant Program (OSWA) and the only source of funding for the Urban Green and Community Garden Grant Program for targeted and distressed communitieis.
We can't afford to lose it.
