Towns in P&D Committee Member Districts! Immediate Help is Needed in Support of SB181

ACTION ALERT! YOUR IMMEDIATE HELP IS NEEDED IN SUPPORT OF SB181

 

Dear Friends in towns of legislators on the Planning and Development Committee, 

 

Time is of the essence to engage your assistance in advancing SB 181:  An Act Establishing a Pilot Program for Preservation of Open Space

 

ACTION NEEDED:  Please contact your legislators and ask for their support of SB 181.  A sample message is below. 

 

BACKGROUND:  The proposed legislation would establish a pilot program [make pilot program a link to the one pager provided to legislators] to ALLOW BUT NOT REQUIRE certain municipalities to establish a fund to acquire, preserve, and steward open space (including water resources) and farmland at the municipal level by including a conveyance fee of up to 1% paid by buyers of real property. 

 

The city of New London and the towns of Bethany, Bolton, and Lyme are listed as the four pilot municipalities. The towns of Bloomfield, Bozrah, Colchester, Coventry and North Stonington are seeking to be added to the bill. 

 

Our hope is that if we can get this bill passed and these pilot programs prove successful (as they have in other states), then legislators will be amenable to expand the bill in the future to include other municipalities that wish to consider the program for their respective communities. 

 

CURRENT STATUS OF SB 181:  The Planning and Development (P&D) Committee held a public hearing on SB 181 on February 26 and may soon vote on the bill. All testimony is HERE. 

 

Your land trust is in a town represented by a legislator on the P&D Committee (see list below). You are in a key position to influence this proposed option for the pilot municipalities to establish an alternative program to protect and enhance open space and farmland in their communities.

We support the efforts of the municipalities seeking to participate in the pilot program enabled by SB 181 and ask you to vote YES to provide them with the authority to give their town’s residents the opportunity to decide whether this program is the right option for their community.
